Are you using that to charge the battery or power the camera?
Cameras are very specific as for power requirements.
See the top of page 54 of the users manual for specifics on both.

I wouldn't take any chances with aftermarket equipment. If that universal adapter goes as high as 24v you could easily "fry" the delicate circuitry in the camera. Nikon surely wouldn't warrant that.
Myself, I'd get a spare battery and a car charger adapter for the EN-EL14 battery.
BE sure to get the battery specifically for the D3100. The Nikon 7100 P&S camera uses a version of the EN-EL14 that WILL NOT work in the D3100. Good Luck.

Many professional field photographers have battery chargers in their vehicles, but they are all utilizing DC/AC convertors powered by their car battery. These units can run down a car battery in short order if used for too long and leave you stranded somewhere. Utilizing a second car battery and a battery isolator is recommended. This way, you won't ever run your starter battery down and not be able to get your engine running when you are completed with a shoot location. Painless wire harness systems in Texas has simple duel battery wiring harnesses for 12 and 24 volt systems. They cost about $200 to $400 excluding the auxilliary batteries. These systems will run your power convertors off of one battery and also charge all your batteries when your engine is running.

If this was a concern I would just get a Jump Start Battery and use the little 100w DC adapter type DC/AC inverter, then run the factory charger from the inverter. You can recharge the Jump Start Battery at home or hotel. These batteries are about $75 and are sealed Gel Cell types.

The battery I have has a DC socket that should work fine for the AC adapter. I use this battery all the time to run the car tire air pump.

This could serve as a backup jump start battery and your portable camera/flash/cell/laptop recharging station.

Heck, I should sell this as a product!!!

I bought a car charger for my D5100 battery (same battery) for like $7. It even has a plug for the wall charging in case you lose your other one.
