It's not really nonsense. We have a history of dumping money into countries and governements who are not held accountable for the use of those funds. Too frequently it comes back to bite us.

The recent formation of an interim government uniting Hamas and the PA which the U.S. Government funds to the tune of $400+M a year seems to be pretty clear evidence that we are funding Hamas. The question is will we continue to do so.

Off topic, but I thought a pubic response might be of interest to others, or I would have PM'd it.
Difficult to Google a question on such a design unless one has a label or name.
