I currently use aperature, with some plug ins. Photomatix, Nik collection and SmartPhotoEditor. I'm considering changing, what do UHH's suggest?

LightRoom would be your best bet, I think. You can use various plugins with that too.

Yes, you can use plugins with Photoshop. Some also work in LightRoom. If you're choosing LightRoom, you might as well go with the latest version.

While you are able to purchase LR in boxed version right now, it is very possible, if not probable, that Adobe will switch LR over to subscription-only as they did Photoshop. If you're not using Adobe products, I'd think long and hard before heading down that path. As advised, if your software is currently doing the job, why switch to another learning curve to do the same thing?

No. Photoshop does not require plugins. Photoshop is quite capable of performing all the operations one needs.

If you wish to save a good deal of money, Lightzone produces a rather respectable product and it's free.
If you wish to purchase a product, I'd go with Lightroom. You can purchase that product and use it without a monthly fee involved. You may have to purchase the plugins as they may not be compatible with software other than what you currently are using.

Whuff may have asked the most pertinent question. If the software you are currently using is doing everything you want or need, you may be best served by staying with it. If you feel the need to change, the Photoshop/Lightroom combination for $10.00/mo. is really hard to beat, and the plug-ins you have will work with both, but you do have other options.
