I think foliose Lichens (combination of fungi and algae. You can see the little cups which are fruiting bodies. There are three basic styles of lichens - crustose which are crusty, foliose which are leafy and fruticose which are shrubby. Lichens normally denote fresh unpolluted air.

Thank you for clarifying, they are in fact lichens.
