Trouble with Nikon D3200

When I turn on/off the camera a little green light shows up on the bottom right near the bottom on the back of the camera body and the hour glass shows on the screen. This last different amounts of time . I've tried changing the SD card and checked all settings. Help

That is not a "problem of any kind, its simply your camera telling you that it is still writing images to your memory card. NEVER remove the memory card from the camera until the green light has gone off or you could lose some of your images, and even corrupt the card itself and lose them all.
The light also flashes once when you turn the camera on, this lets you know the camera is verifying there is a card in the card slot or not. Read your manual, it will explain all this in detail for you. Amazing things, manuals.

Follow the precautions that MT Shooter has described. There's nothing wrong with your camera or memory card. My D90 and D7000 do that also.

What they said!! :-)
Plus... Reformat your card after you download each time. My photography teacher gave us a document from SanDisk that recommended doing that to keep cards at peak performance.
(I hope that wasn't redundant)

Could it also be the sensor clean routine? There are settings on most of the Nikons to never do the ultrasonic clean, or do it on power one and shutdown or just on power on. It may be doing the shutdown sensor clean in addition to finishing up clearing the buffers to the flash card.

I think you nailed it. He should go into the menu and check his setting, it's probably set to clean at shutdown.

I sold my D3200 but I thought I remember it demonstrating the sensor cleaning process with little graphic sparkles zipping across the display screen. Just to maybe put the issue to rest, the Nikon D3200 features page calls the light, "#33, memory card access lamp".

Hisenberg Compensator for those times you are just not sure.
Sub-cyclic normality assert-O-tron for those times you need to overcome exceptional conditions like too harsh light, inadequate contrast, fuzzy focus.

I've always wanted a button that randomly changes the brand and model number of my camera like a James Bond license plate. Just for my entertainment factor with those who strive to scope out your equipment before they can say G'day!!
