Are the three NLRB members illegally appointed by Obama still serving? If so, is this not just another example of the President breaking the law with no consequences?

According to the NLRB site, those three left the Board in summer 2013 and were replaced by new members, whom (I assume) were approved by the Senate using Harry Reid's "Nuclear Option" rules change.
