I used to dabble with it before getting into photo editing programs. There wasn't much else out there, ...back in the day. Here is an apple I did using "paint" ....many moons ago.
( haven't done any "photo editing" with it, per se...)

i've not used Microsoft Paint, but there is (was?) a program out there called Dynamic Auto-Painter that could morph your images a la Monet, VanGogh, Cezzane, etc., or watercolor, pastel, pencil, etc. Some cool effects...
