If I have a D 90 does it make sense to buy a D 7100???
The 7100 is definitely an upgrade. The 90 has been a Nikon workhorse for years, but in pretty much every head to head comparison the 7100 wins. Both have a DX format, so if you are really wanting to upgrade, have you considered the 610 with a full frame sensor. Now the only thing that makes the 7100 more attractive is the price.

I upgraded my D90 to a D600 (now D610) early this year and is very happy with the change.

The answer...yes, I have both the D90 and the D7100 and they are excellent cameras...you don't need a full frame camera...
It would depend on WHAT your subject matter is, not what the camera is. ;-)

Like SharpShooter said, you pretty much have to answer the questions for yourself....
- Do you need better low light performance?
- Do you need dual memory slots?
- Do you need higher resolution images?
- Do you have a use for two cameras (if keeping the D90)?
- Do you simply want to get a new camera :)?

D7100 best camera out there for the money.

This question definitely fits in the "it depends" category.
Some thoughts:
1. The D90 is at least "middle aged", almost six years old.
2. The D90 update was the D7000, followed by the D7100.
3. I think that a "one-level" update or upgrade is rarely "makes sense", a "two-level" update/upgrade often can, and a "three-level" often does.
4. The D7100 is a "two-level" update, so it might make sense.
5. There are three "three-level" update/upgrades for the D90, but two do not exist yet: D7200, D9300, and D610.
The D7200 would be a slightly better D7100. The D9300 would be a better D300S, better built and faster operating than the D7100. The D610 is a full frame camera, with a better sensor than the D7100. Of the three, the D610 has a distinct image quality advantage over the D7100 and D90, especially if you shoot in low light/high ISO a fair amount. The D7200 and D9300 would probably not have significant IQ advantages, but would have operational advantages. These can be important to get more successful pictures, but it depends on how they match up to your needs.
The big question is whether you often shoot action, bursts of images, or video? Those are three areas where a D9300/D7200 might be better than the D7100. If those, and high ISO performance, are not particularly important for you the D7100 would be a great upgrade for the D90.

This is a different question, because the D3200 sensor is newer and better than the D90 sensor. The advantages of the D7100 are operational more than image quality. If there is no pressing need, I think the other options I mentioned above (D7200/D9300/D610) might be worth considering, as they are available.
