Great shot Rob! Sharp where it needs to be, motion blur everywhere else.
Could be he just wanted to make sure you were aiming a camera at him, and not something else.

This is a good shot. I'm sure he would like a copy of it. Your practice seems to have worked out just fine. "Death Stare" is what I would title this photo or maybe
"Rebel With a Cause".

Thanks Howard. Up here in Canada all we have are cameras and fingers. I think I just surprised him, I was walking my 2 dogs and it really was quite dark.

Thanks Dave. I have no idea who he is. I walk the dogs on various routes around the neighbourhood and have been keeping an eye out for him. If I ever see him again I will definitely ask if he wants a copy.
