Any chance a filter like a cpl left on the lens.

I have not seen this issue before, but basic troubleshooting questions/steps would be:
Did this just start?
IF yes - then what changed (settings, filters, lens)???
Are the batteries fully charged?
Reset all setting back to factory default and clear all user settings.
Remove and re-attach the lens to ensure a proper connection
IF no - how new is the camera - maybe it should be taken back...
If nothing has changed and you've tried all the basics, I would suggest contacting Canon.
This looks to me to be what is known as "banding noise". From what I have read it is usually camera specific, and is often the result of high ISO, combined with low light conditions and under exposure, or excessive brightening when in post production. I have also read that it can occur in some camera models with certain white balance settings at high ISOs.
I'd suggest contacting Canon support, providing them with a sample image, and see what they can tell you, or do, to eliminate the problem.
This doesn't appear to be a filter or an optical lens problem... more likely a sensor or a bad SD card.
If a different lens and a different SD card still produces this problem, then it is within the camera body. Then it might be the firmware not correctly writing to the card. A firmware update or reapplication may solve the problem.
Has anything been recently dropped or gone through a hazardous event?

It could be either. The banding can occur SOOC or when excessive brightening is used during post, from what I have read in the past. The key seems to be that it is camera specific and usually high ISO is involved. Beyond that, I got nothing! :P I'd call Canon.
I hope we get a follow-up on this problem.

I do not know of any setting that would add this look. I'm guessing sensor malfunction. You could try switching memory cards. I always try to eliminate any variables starting with the easiest and cheapest.

It looks like some sort of internal failure, either with the sensor or with the electronics. It looks like there might be a problem with the blue channel.

In all electronics - first thing - reboot! For many such as a camera, that would mean removing the battery, and replace it with a fresh one.
And I agree - reset all settings to the factory defaults and take some photos with normal lighting/iso settings and see what happens. Good luck!
