The only reason it was raised was because the death rate from alcohol related auto accidents was very high in the 18 to 21 year old group. That death rate was higher than in any other age group. Since that time many lives have not been lost. If the law was reversed the first time an 18-21 year old died in an alcohol related auto accident, or a drunk 18-21 year old driver kills some one, every attorney would rightfully sue the state for a gazillion dollars.

Thanks pbearberry and Donna. Not only were they good looking but they were all great guys. Never knew any of them to raise their voice. Their mother was, perhaps, the sweetest person who ever lived, and my grandfather was a strong, hardworking Italian man, but the only time I heard him get upset and cuss (not that I understood Italian swearing) was when he lost at Pinochle.

It seems clear that starting to drink at a young age does significantly increase the risk of alcohol dependance; however, according to this graph it's not clear to me that age 18 is any or much worse than 21.

Prohibition didn't work. The war on drugs is presently not working. I doubt the present 21 minimum age is working like the law's writers intended. In our solidly middle class town every year we hear of parties of teens going out of control in a home when the parents are gone; it even happens when the parents sponsor the party. This very topic was discussed with our German hosts when we told them that we would never serve alcohol to anybody on school grounds. In the small middle class town we were staying in episodes of teens going nuts on alcohol were almost unheard of. We concluded that the "forbidden fruit" motivation was a strong force in a rebellious generation at a rebellious age. Our hosts also never had a drink during dinner if they were going to drive. Teens we talked to agreed that if they were to drink, the one driving would not drink. However, for this to work in our society a major change would need to be gradually made. I can see problems with an overnight change.
