Is there a way to remove the haze from a picture in PSE 11?

since PSE 11 has adjustment layers, I'd say yes. If not remove it, significantly reduce it.

Is it localized or universal? Sometimes increasing the contrast level will ameliorate some of that effect, or "Open As Raw" and use the clarity slider.

I tried your suggestion, and after increasing the clarity I increased he vibrance, and that made a really big difference. Thanks for the tip.

Adjusting the clarity and vibrancy in RAW did the trick for me. Thanks.
