I cannot figure out how to frame photos in picasa.

Click on the fifth tab to the right:
Bottom middle of icons is "museum matte." Regular borders are same tab, third row to far right.

When you click there, you get choices for inner and outer mattes, both thickness and colors.
When you click on either inner or outer matte, you can then use an eye dropper to choose the color from within your picture.
You must SAVE the image after all done. Or better, do "save as" so you have your original unframed.
After you have done a "save as," you can add a second matte to the same image!
Regular borders also have an option to curve the corners of the inner color:

I've been using Picasa mostly just to view & organize. I have an old copy (like late '90's) of an image editor that still does most of what I need. I'd love to have a copy of Lightroom or PSE but can't justify the cost and prefer to have my photos as I shot them. Photoshopping is not something that appeals to me.
I should have added that I started out as a Photographer's Mate in the Navy. The 6 months I was in Pensacola, FL, we started with view cameras, graduated to Speed Graphics, & finished with 2 weeks using Mamiya C3 TLR's. Black & white only, no color. We were taught to light, compose, & expose so that the folks in the darkroom would be able to print without having to dodge & burn unless it was unavoidable.

I generally don't like to mess with my originals either, but Picasa (FREE) and Corel's PaintShopPro (70-100 Reg or Ultimate) is often on sale for 50-70, and will do most of what PS can do for a lot less. I started using it strictly to change file formats, and still use it often to edit a document that has been scanned to pdf. It does so many things for such a small price. HOWEVER, Picasa will also do a LOT of interesting things if you just take some time to EXPLORE and EXPERIMENT!!

I have Lightroom 4.6 and Photoshop Elements 11 but rarely use them.
I mostly use Picasa to download, organise and do basic edits, etc.
Then use a couple of other editors like Cyberlink Photodirector for more involved editing.
I don't like the fact there's a whole industry set up around LR and PS teaching people how to use them. In my opinion, any software should be intuitive.
That's what I like about Picasa. Free and easy!
LOve PICASA..had it for over ten years and find it easy to
understand..Also have Lightromm.CS5...but do not use to often..also use FASTSTONE..another FREEBIE..
I've used Picasa for about 10 years also - LOVE it!!!! and once you do a "save as" you can cancel everything you've done and still have the original photo and have the one you edited.
Example - your camera number is 1449 - when you "save as" list it as 1449a and you'll have the photos right next to each other. That works great for comparison.
