Hi I am working with light-room 4 and Photoshop CS 6 is the upgrade from 4 to 5 worth it or should I wait it out I have no intentions of ever upgrading to the cloud based programs
Terry, as long as you have PS, I see no reason to need to move to LR5.
LR5 has very few improvements.
The little round gradient tool is about the only thing useful I have found.
As long as you have CS6, you have all you need. ;-)

LR5 has several new features, one of which is the radial filter that allows you to adjust different areas of your image separately. see the demo here:

The gradient tool can be EXTREMELY helpful, depending on what kind of photography you do. I had LR3, finally got LR5.
It's terrific at "spotlighting" a subject without being too conspicuous. I should scare up a "before" and "after" example.
I agree with Sharpshooter, the radial filter is one of the very few innovations that make LR5 distinct from LR4. You can however, with a bit of care, simulate the radial filter in LR4 by using the brush.
Creating Smart Previews will be useful to a few, it means you can make edits away while not connected to the picture file library. The downside is you have to know what you are going to edit in advance.
LR6 will probably be sold as stand-a-lone non-cloud later this year, and if there are substantial improvements over LR4 and LR5 will be a much better bet for upgrading.
I agree with all the comments so far. I just want to point out that Adobe Lightroom upgrades are released about every 15 - 18 months, LR5 is just over a year old, so my caution would be wait a bit and get LR 6 when it comes out. You'll have the benefit of all the LR5 features plus whatever improvements are included in the new release.
Here's a timeline for Lightroom releases:

I work with LR4 and PS6 as you do. After reading about LR5 I opted to not upgrade. One might say I don't know what I am missing but there was nothing in the product description that provided me with any value.
It really depends how far in you are with photography and how much money you have and how swayed you are by your peers.
Do you HAVE to upgrade?
I remember a few years ago Adobe had a programme that had a guided mode , and a quick mode. It could do all the basic changes to photos that most people needed. Then they upgraded and ended their support for that software. Kodak the same. Lovely basic programme with the facility to print various sizes on one sheet. They upgraded. I wrote to them saying I had a new computer and could I download the old programme. They said no. It was no longer supported!
Going back to earlier sentence . Up to you. If you can get the trial version and see if this is worth it to you.

You have just described Adobe Photoshop Elements:
Quick mode, Guided Mode, Expert Mode.

The radial tool is well worth the price of the upgrade. I no longer use Viveza and go into PS a lot less. The same or better results in a lot less time and without the extra file those programs offer.
Get the trial version and see if it works for you. A number of other changes but the radial tool is really the killer.

Yes. You have better control to remove spot from you image because of dust from mirror, lens, or sensor. The prospective tool is great.
