Lots of programs will let you do this, but the easiest one I have found is a free program, Picasa. On the last page of options, there are three framing choices, drop shadow, borders, and museum matte. They are easy to use, and you can stack them if you like.

You can use the color picker to choose frame colors from within the photo if you want to. I think you'll easily see how it works. Have fun!

Go to "You Tube" and type in "Framing (or Borders) with Photoshop,or Picasa,or Elements" etc. etc. (for example)
