I was deleting some old collections no longer needed. One showed no photos in the collection so I deleted it and suddenly all the collections and folders disappeared. They are not in the trash basket & I'm unable to locate them. Any ideas? Thanks
Unless you've turned the feature off, LR consistently makes backups of the catalog. Go back one or two.
Go to your catalog backups

Lightroom keeps all it's work in a single file. On my computer it is called "Lightroom 5 Catolog.lrcat". You can choose where and how often LR makes a backup of your catalog. I forget what the default is at installation. I have mine set up for once a day and have backups going back to July 1!
So, I mess up I can open yesterday's catalog and I will have only lost one day of work.
Find where you your computer is keeping the backup .lrcat files and open the latest.

A friend had this happen to him. He rebooted and they all came back when he started Lightroom. If that does not work, I recommend you follow bsprague's advice.

Before resorting to the use of a backup catalog to restore your folders try this:
In the library module go to the "grid mode" and at the top of the panel in the "library filter" choose none and I think you'll have your collections back again.
Let us know what your results are.
Apparently the auto backup was not turned on so unable to track them. Major loss
