Many business owners, especially the self-employed, have to pay their estimated income taxes on a quarterly basis; in the same year the income is earned.
Self-employed journalist Matt Drudge has reported that he just paid his first penalty for opting out of Obamacare. His breaking of this news created a firestorm of denials from the main stream media:

Are Obamacare opt-out payments a "penalty" or a "tax?" Apparently, taxes can be pre-paid, penalties cannot be pre-paid.
This is something the IRS people and the business accountants will have to sort out; to see whose interpretation is correct. This is important not just for Drudge, but for everyone who pays quarterly tax estimates.
