Just an old expression used to express much glee or being exuberant...
P.S. You must be a fan of the movie "The Wizard of Oz"... I am, especially the classic movie that Judy Garland starred in... I also loved the song "Somewhere Over the Rainbow" that Judy sung in the movie... so just follow the yellow brick road...

I looked at your other picture but like this one much better. I think seeing only part of the statue and how it was lit makes it a more interesting composition.
I took a look at the other perspective and find the cropped version much superior. It has more creativity and composition. You filled the frame with the subject and the "woman" is much more "there" than in the distant and rather average image that anyone could have taken. Nice work!
