Hobby Lobby...they have everything you need. You really don't need a special program. You'll need to print it on special paper (inks tend to run on glossy paper, get matte), or have it printed wherever you usually do. Get a piece of wood (they have pre-cut pieces especially for clocks), attach a hanger to the back if there isn't already one there, cut the print to fit the wood, trim the edges with either fancy scissors or burn them just a little. You can buy a shellac to stick it on the wood and seal the face, get some clock face numbers and press them into the shellac before it dries. They usually have free instructions in the same aisle as the clock pieces.
