You are assuming that you can take time for each picture decide which settings you need then adjust the camera.try that in rome with people wall to wall
in every direction banging into you blocking your view of what you want to take and the guide yelling follow me .

Assuming this is addressed to me, yes, I think I could do that. It doesn't take long to adjust shutter speed or aperture. Or to focus.
On the other hand, the idea of being on a tour with non-photographers does indeed sound a bit nightmarish, which is why I don't do it.

When I do get stuck on one of those tours, I just make sure I know where the bus will be and when ;)
Going on a tour that is set up for taking pictures is not the same
as a regular tour Atour for taking pictures gives you time to adjust
settings use a tripod wait for the best time in the day as far as light and shadows.This type of tour can be expensive and not
every body can afford it
