I used the soften tool in Picasa, not sure I like it or not. Does it look soft or just out of focus?

Do they allow some tweaking of that effect or is it just on or off? To my eyes the effect here makes the image look like a slight case of camera shake. To me its not a very pleasant look at least on landscapes, maybe trying it on close-ups of flowers or other types of images may make it look okay.

Did you look at the picture before you ran it through Picasa? Try undoing it, if it allows this, and see. The net of the picture is not pleasing for my taste.

Yes, it can be tweaked. There are two tools in Picasa, Soft Focus and Soften. Sunset at the lake may be a little overdone - in fact a lot. Here's a couple of shots, one softened using Picasa.

I would think that using a soft focus tool on a landscape is counterproductive. To make a close up portrait....maybe.

Not necessarily. On a clear crisp day probably true but for dreary foggy early morning, late evening a little softening has a distinct pleasant effect.

I have used the effect and like it; but for this image, I don't think it works because you have close foreground elements as well as two bodies of water. Try with a more simple image - single tree in a field, or as mentioned, in foggy conditions. Or across a pond with mist rising - nothing in close foreground. Or "just" a close-up.

Massive potential here, I love it as is, or even taken further on if you wanted to?. It will be interesting to see your next work if you keep thinking in this vein

Here is the original image before any editing. Thank you all for your comments and insight. I am trying to improve my skills and move away from auto. This was taken in aperture priority on f 3.63

I have to say I didn't really care for the "softening" BUT after seeing the original shot - I like it :) If it were mine, I would hang it up.... on the wall. :)
