Not sure what "hhg" is (Hitchhikers Guide to the Galaxy?) but if you have a photo e-mailed to you it will most likely be a JPEG file. That file type is probably the most e-mailed format out there.
All the software I know of, including Picasa, can edit JPEG files. Keep in mind, every time you edit, save and close a JPEG, it will degrade a bit from the compression applied to it, (not usually noticeable unless you do it several times) so save any edits with a different name, or better yet, copy the file and work on those so you still have the original file.
If it's really important and you know you will be editing it more than once, save in a "lossless" format like TIFF.
