PSE section under imports has a Video Frame Input. Tried to use this to bring in a frame of home made video. Has anyone used this function, if so, what format does the video have to be and how did you do it?

It works like a charm in versions 9 and 11 - it is not included in version 12 apparently.

Just click on "Frame from Video" under import, then "Browse" to navigate to the video you want the frame from.
I can't remember off-hand what formats it will read, but if you click the "Help" button right below the "Browse" button, it will give you the compatible formats. I remember AVI is one of them, I believe MPEG4 also, but MTS(?) is not included.
Just start playing the video in the pop-up and click on the "capture" button when you want the image.
Keep in mind that the images are likely a lot smaller than the images you take with your camera as stills.
