This was under exposed by 2 stops or more (my error). I was able to recover some what. Raw has advantages.

Yes, this is where RAW comes in handy. It also depends on your camera. Even when shooting in jpeg and have this sort of problem, I have no problem with my Sony. On the other hand, with my Fuji, forget it!
