need advice about camera purchase

My husband ties Atlantic Salmon flies and photographs them using a macro lens. Currently using an older Cannon fixed-lens camera which is not resulting in satisfactory photos. He is looking for something to replace it, it will be used strictly for this purpose only and doesn't need to have any function other than a close-up camera for these shots from a tripod. He would like to keep the cost under $400 or so.

Any suggestions, tips, advice to offer? Thank you in advance.

I use my old Canon 450D with Tamron 100mm macro lense for jewelry/gemstones. I think any of the modern DSLR's with a macro lens will do fine. Longer macro lens the more distance you have for getting light in & around. Folks over on the true macro area or close-up might give you more help.

Panasonic Lx7 has a really nice leica lens and has a dedicated macro function that works great. I use one at work.

The current Panasonic Lumix "pocket" cameras are VERY good at macro settings, and there are several that fit in your "under 400" price category.

Just bought a Panasonic LX7 for my daughter and the macro is amazing $280 at B&H.

You can, of course, buy high dollar dslr cameras = $600 and a macro lens = $1,000. But may I suggest you look around the Fuji line of bridge cameras - several under your budget.

Many of them have a macro function that will allow very close up shots like you are wanting.

If you have the lighting and tripod you need perhaps a Fuji will work for you.
