Do camera makers issue new models throughout the year or is there a BEST time to buy new products or see price reductions. Computer makers stagger their introductions as do TV producers. Any idea?
The new models come for any number for reasons including the calendar dates for the major electronics and camera shows as well as major events like the Olympics. Price reductions happen all the time, especially in 2013 as new models were released and the older (but still) models needed to be sold off. The Black Friday (2-weeks) sales were rather aggressive this holiday season...

If you have to have the latest model, you'll likely pay top dollar for it. Remember the Miata? Folks were paying several thousand dollars over MSRP when it was first released. The following year, they were heavily discounted....
But you asked about cameras.... Black Friday (day after Thanksgiving) seemed to have some huge discounts. Generally, it seems to me that the volume producers of DSLRs, don't release another model in direct competition to their most recent release... and often, it seems, they release models in response to a recent release by a competitor.

Online you can't go wrong with Adorama, Amazon, B&H (listed alphabetically only). If you're really cost conscious, look at used / refurbished models at KEH, Cameta or the used departments at B&H or Adorama. Costco always has a Nikon or Canon bundled kit on sale. Don't forget your local brick & mortar camera shop if one exists in your locale. They'll rarely beat a national player on price, but hopefully, a knowledgeable resource you can turn to for personal advice will make up the difference.

The only time in my view to buy a new camera is when you need it. Not before and surely not after.
Be very careful about buying the lowest price. It may be without warranty, or from a disreputable dealer and you will be stuck. Do a search on this site for the dealers name you wish to deal with and see the feedback.
I have used Adorama, Amazon, and B&HPHOTO and would do so again.

Black Friday after Thanksgiving is usually a pretty good time to buy. I guess it all depends on what you plan on doing with the camera. You can go with a Point & Shoot, a Bridge camera (fairly compact, non-interchangeable lens with a big zoom) or a true DSLR (APS-C or Full Frame interchangeable lens) big boy (Nikon, Canon, Sony, etc.).
I recently upgraded from a Sony RX-100 to an RX-100II. The RX-100 has come down substantially in price since the introduction of the RX-100II & it's a GREAT camera. It's considered a Point & Shoot but it has full manual control, RAW capability and REALLY good video. It's 20MP with a 1" Exmor sensor and a 10-37mm (24-100mm 35mm equivalent) Zeiss lens.

The biggest consumer electronics show is in January. Discounts start to occur on the current year models in about March so stores can get ready to receive new models that are replacing old models. Discounts get even better in April. And better as the year goes on - for what becomes "last year's" models. You can still find new D5100 Nikons and T2i and T3-non-i Canons around at discount prices even though they've been discontinued for quite a long time.
