You need to head to the South Pacific and strong currents to bring in the big boys with large teeth. One exception is in the Bahamas were they feed sharks, lots of action but not in their habitat. Even Roatan has a shark dive feeding them into a frenzy.
My wife and I did the Aqua Cat in the Bahamas this Oct and they did do two shark feeds, but we still saw sharks at least on every other dive. I do love the South Pacific and will do the Beqa Lagoon Shark Dive in Fiji for the 4th time this March.
Interesting you mention Roatan. When I got my wife certified we did the open water portion in Roatan and to get her to do it I had to convince her there were no sharks there.
