It was so cold and I did not have mitts. Noticed the foliage in front when I downloaded. Should I remove it.

I like foliage in images like this. But I'd try cropping up and to the left to get rid of the building complex on the right.
A bit too much but to suggest some ideas...

Foliage can provide a nice framing device. In this case, there's just not enough... it's just intruding on the scene. So what I'm suggesting is either add more or take it out. If you have the option, I'd suggest you revisit this scene....
EDIT: just saw MtnMan's crop.... the horizon looks slightly off and this may have happened during the edit--or maybe the crop accentuated it.... Also not a fan of vignettes... but overall it is an improvement. I haven't changed my mind on the foliage...

Will have to take it out. Niagara is 3 hours away from where I live.

I would do it both ways and see what you like....
If you don't want the foliage then just remove it.
Maybe remove just the foliage at the top and the little bit on the left, but leave the bulk alone. It looks too plain without the lower branch.

These are my thoughts, prior to reading other critiques, so apologize for any repetition.
I think this is an amazing capture. I have been in that area several times, and although rainbows have been present, I have never photographed one as well as this. In my opinion the foliage is fine where it is and adds to the composition by framing the rainbow, which is exposed wonderfully. I notice there is another rainbow either beginning or ending over the hotel to the right (which I have stayed in) as a bonus.
If you wish to experiment with your image, there is another picture within. By cropping tighter and eliminating that hotel on the right, you create a different view and accentuate the rainbow. Not better than your original, just different and another photo to perhaps keep. Two for the price of one. :)

Thank you for your critique and kind words. I took numerous shots but only a few turned out. It was darn cold that day.
