I'm considering purchasing a new DSLR to replace the Nikon D70 that I've had for a number of years and is having some issues. So far my favorite choice for my budget is the Nikon D5200. Any comments or advice on my choice?

If I remember correctly the D5200 will only auto focus with AF-S lenses. Older lenses are manual focus only.
I would take a look at a refurbished D7000.

Just my opinion, but I think you would be much better off with the D7000, about the same money. It has an internal focusing motor, so all lenses work, an alloy body, very heavy duty battery, excellent weather proofing and many more perks. It is pretty much bullet proof. Worth comparing.

I second the D 7000 Price is good with 7100 now out. I made the move from my old D70 as well and never regretted it. I have since added the D800 but wouldnt part with the 7000 ! My 35mm lives on it .... Its like an old friend with lots of pizazz !

Be sure to check the refurbs. Often they are brand new cameras that someone returned and have now had the problem fixed and the machine gone over.
Welcome to UHH, it's a good place for all of your photo needs. I too made the decision recently of upgrading my camera. I had a D70s for many good years and it still will be, but times are changing. I recently bought the D7000 on E-bay from a reputable buyer and I'm very happy that I had bought this camera over the D5200.
Like Tramsey refurb is a better choice. But upgrade to the D7000 series.
I know you won't be disappointed with a D7000. I've been through way too many cameras and I am amazed at the camera.

With that budget, there are other choices besides Nikon, which are as good or better. Check the frequency of repair records for these mass market cameras.
Just keep in mind that the D7000 is much heavier than the D5200 and the D7000 also lacks the back articulating screen you may prefer to have. If it's possible, find a store that has them both and hold them each in your hand for 5-10 mins and feel what is best for you. If you really have your heart set on the D5200 and it's your favorite, don't let anyone else convince you to buy another camera otherwise. YOU and only YOU have to go with what you feel is a better fit for you. Nobody else giving you advice including me has to shoot with the camera YOU decide to buy! My hope is that you choose the one that you will be happy with for years to come :).
