I am in the market for a good flash although after purchaseing a few new lenses money is thight ! Is there a flash as good as Sb -900 at a cheaper cost?
Something just as good, three times cheaper. Nikon is way overpriced.
If you've invested in a good Nikon body and lenses a Nikon speedlight is also a good investment. You can definitely buy cheaper but it will probably not work with Nikon's excellent iTTL (intelligent Through The Lens) technology.
You can however buy an SB-600 speedlight that is a generation older for cheaper that will work with the iTTL. I have both and really don't remember what the added features are on the 900.

Adorama has it 299, and sb 700 D cond. same price at the same price which would be better ? Not mentioning Warranty
Three years ago, I purchased online, a refurbished (previously owned, but technically new) Nikon SB-600. It is an excellent speedlight. If you can find a refurbished SB-700, go for it.
My primary concern in purchasing an after-market flash , is the flash recycle time. The Nikon times are published and the flash has a good reputation. I think a refurbished unit is a best buy.

If you want a no nonsense hot shoe mount unit which although being devoid of any controls other than an on/off switch, it just works perfectly every time, get an SB 400. I have one, and a 900. The 900 is quite something but most of the time if I need that bit more than the built in jobby or to bounce, (the element can tilt up only) I grab the little 400. Around $120. Cheers, Rob.

They had a deal for 250.00 a couple of weeks ago.

Never Never buy an SB-900. They are prone to overheat problems during heavy usage. Right after they were released and the overheat problem surfaced they had a software patch that was supposed to fix it. Did not work. Four months later the SB-910 was rushed out and the overheat problem was resolved. I have two SB-900s and I am stuck with two that over heat constantly. If you want to spend a lot buy the SB-910 but I would steer you to buying a used SB-800 on ebay. SB-800 was a super flash!

I have 4 SB800's. Real workhorses, and actually have a higher guide number than the 910 (125 vs 111). And will do full auto on all Nikon DSLRs (the 910 doesn't like older bodies)
The SB900 has a GN of 141, which is REALLY powerful for a speedlite.
