Possibly ACA will not benefit those that need it most.
Read the article and you will see that the people affected live in Republican controlled states that do not want to participate in the Medicaid expansion proposals of the Affordable Care Act (Obamacare). Quoting from the NYT piece:
The 26 states that have rejected the Medicaid expansion are home to about half of the countrys population, but about 68 percent of poor, uninsured blacks and single mothers. About 60 percent of the countrys uninsured working poor are in those states.
Don't know if your post title was supposed to be misleading, but it certainly seemed so.
How sad that the Republicans won't accept federally paid for Medicaid benefits and would rather see the people in their states go without insurance.
How do these people sleep at night?
Although the NYT article attempts to demonize State Level Republican leaders, it would be correct to assess that these leaders were elected and subsequently supported by their constituents. So be careful where you place "blame".
Furthermore, the affected states were very clear from the beginning that they would not take up the burden of the federal mandates. They were clear when they said that if the Federal Governments seeks this type of coverage, they (federal Government) will need to provide it.
Apparently they were not joking.
