Here in Colorado we have had a 1000 year flood and I am seeing photos stuck to glass by water--anybody know how to get them unstuck?

You may try this link:
http://www.ehow.com/how_5017594_remove-stuck-picture-frame-glass.htmlA very important first step is to scan or photograph the stuck photo before trying any other operation.
If it is a glass window pane or say a glass table top, try using steam to get it to release. (Steam Iron) or one made for steaming clothing. Or try using a warm setting on an iron and place it on the other side of the glass that the picture is stuck to until you can lift the picture up.
ice on opposite side of picture.

Loc: Finally decided to plop down, Clover, S.C.
Put it in the freezer for a couple of hours. It will peel off ok when frozen. Probably should scan it first just in case.

If none of the above work, you could try a razor floor scrapper blade.I've seen them be up to12" long.A last resort of course.Good luck.

If you scrub it with soap and water, the glass will come up fine!

Looking at mikegreenwald's answer, people might be wondering what's important here, the picture or the glass. :D

That depends on the picture :)

Tongue-in-cheek can sometimes be way more fun than a serious answer!
