Whenever I read about bracketing, it always seems to pertain to aperture. Is there any reason why one couldn't bracket by using shutter speed?

Depends on what you bracket for. Changing aperture will change depth of field, which isn't good for HDR.

Of course you can bracket using shutter duration-- as well as changing ISO.

However, the auto exposure bracketing many are doing is for HDR purposes. In that case, a consistent aperture is "necessary".

I used shutter speed bracketing last night for moonrise over distant hills, when nearly dark out (e.g. didn't care about depth of field :) )

I do not understand your question.
To my knowledge, changing aperture is NOT recommended for HDR, or any type of exposure bracketing. Using same aperture during exposure bracketing will provide a consistent DoF, and can avoid small aperture diffraction sneaking into one or two exposures.

Most people do bracket so that only shutter speed affects the exposure. If your camera is in M or Av (A), then only shutter duration is affected. If you set your camera in Tv (S) then the camera will adjust the aperture settings. When this setting is used the DOF will change from frame to frame.
