I tend to use both as they do different things to improve my photos. I find that Google [Picasa 3] straightens my photos better but other than that it's up to the individual. They are both very useful considering they are FREE.

I used Picassa for editing until we took a cruise on a Holland America ship and they had a free course sponsored by Microsoft on using Windows Live. I found it to have more features than Picassa and switched to it for a year or so. It's "stitching" function is especially easy to use.

After joining the local Photography Club, I purchased PSE10 and now use it almost exclusively (still use Win Live for stitching), but it is not intuitive and would suggest taking a basic Photoshop Elements course to learn your way around the features.

Hi Johnny boy, perhaps you should have Adobe Photoshop 2 for free and see what you can really experiment with...(this is legitimate because Adobe updated Photoshop on quite a few occasions and they decided this older version could be given away free). BTW there are loads of tutorials on Youtube, simply type in "Photoshop tutorials". I hope you try it and like it, here's the link:-

Hello Johnny boy, I use "Window Live Photos" mainly for importing from my camera. It has a good basic editor the main drawback for me is it cannot handle RAW, which doesn't bother me that much as I use Zoner Studio for them.
Cheers
