I agree that there is something deceptive about that picture. It does say 'simulated image'. How could they change filters fast enough to to freeze the 3 vehicles!! I think those were polarized photos.

Just a quick piece of advice. When using GND's do not stop down very much, the reason beingthe more you stop down the more obvious the graduation becomes. If you want to test this, pick a scene put your GND on, starting at your widest f stop say 2.8 shoot a proper exposure, then maintaining your proper exposure stop the lens down one stop per exposure till you get to f22. Look at the results and you can determine the optimal f stop before you start seeing the line of the graduation, probably no more than f11. As you stop down don't forget to compensate your exposure by shutter speed close one stop increase shutter speed by one speed. Ten years ago I went on a photo workshop sponsored be Arizona Highways Magazine and didn't pretest my GNDs. I learned the hard way about testing and I was shooting transparencies.

I think if you look, you will realize its not polarized. Its a simulated overlay, on an image.
They are trying to show the effect, from the outer edge of the filter to the center. The choice to place it at a vertical angle I think was bad, it should have been shown in the horizontal.
The 2 stop B+W GND, does indeed have this much effect on exposure. And can be used to darken blue skies, at all angles to the sun; where a polarizer fails to do so.
