I've seen this in HDR-- and some of my own

I believe it's picking up some colour from the sky
The sky was a beautiful deep blue colour so reflection sounds most probable
Here is the same location and time but with me in it, only showing it for the white on the rocks. Taken with pop up flash.
Lovely image. Sometimes the HDR process can over saturate some colours, you could try selectively desaturating the blue on the rocks to make it closer to the grey you remember.
The striking colors of the foreground draw you into the picture, and then the pier leads you directly to the beautiful colors of the sunset.
Although some of the colors are unnatural, it creates an artful appearance to the photograph.
