Yes, I knew someone would suggest this.
Expensive, and even the Canon 17-TS lens is not really very wide on an APS-C sensor.

The widest Nikon makes is a 24mm. ($2200)

This is not something you would casually bring along on vacation, if you could afford it after buying one of these lenses.

I suspect the OP is getting "keystoning", where the top of the building is smaller than the bottom, caused by tilting the camera up.
In Photoshop CS 6 (Elements may be similar) open the image and go onto Filters/Lens correction and find the Custom tab. What you need is the "Transform" /Vertical Perspective slider. That correction is also available in Adobe Camera Raw under the Lens Corrections tab.

Funny, I just posted a similar quandry. I don't think that PSE 11 has the same "fix" as you've stated CS has.

You also have distortion correction in your camera. You must enter the lens name and size before using and have this feature on, As mentioned keep camera as level as possible

I'd be surprised if it didn't have something similar.
It's a pretty basic fix.

I used PhotoShop until the upgrades got too much for the pocket book. Download GIMP. It is free and can do the job. The photo attached took only a few minutes to do.
