Samsung New Photo Edtor

I have been trying to download the Samsung Photo Edtor but when I press the Download botton it does nothing. I am just trying to check this application out and too see if it is any good. Any help in getting my computer download this app would be appreciated, my computer is Toshiba P875 Windows 8 base.

Are you signed into GooglePlay?
Do you have an account setup?

Are you sure this is an application for a computer? Or an "app" for an IOS or Android device? Just curious.
