Is it possible to use both a wrist strap AND a neck strap at the same time?

If both are attached to the camera you could use both as you wish. Whatever you are comfortable with.

There lies the problem...they both want to be threaded thru the strap lug and it is just not room for both at the same time.

However, if you use a "ring", similar to what you have your keys on, you should have enough room for both.

Many wrist straps (but far from all of them) allow for adding a camera strap at the same time, like this one, the camera strap attaches to the brass ring at the top:

So, get a small but strong split ring at the hardware store, thread that on the strap lug, and thread both the hand strap and neck strap to the split ring.
(I don't mean the thin split rings used for fishing, the ones I'm thinking of are somewhat larger and much, much stronger).

Yes, but smaller. Size would depend on the two straps together.
