are these moths

They're not moths. Maybe some little wasps? A view from the side would be useful. Maybe some kind of sawfly - like the pine sawfly?

The more I look at them the more I think they're pine sawflies.

I googled pine sawfly and I think that's the right ID. You have both the male and the female. Nice job.
