That proboscis tells us that this is a true bug (sap sucker); stubby wing buds means a nymph.

Most likely larvae of Large Milkweed bug (Oncopeltus fasciatus).

It's a true bug - order Hemiptera. Because it's an immature, it's a little more difficult to identify, but if I had to guess, I'd say it's a large milkweed bug, Oncopeltus fasciatus.
