This is a quick and easy question and I would check the manual if I had it. Can the D3200 be set in Commander Mode to work with a SB700 speedlight? I can't seem to find anything in the menu.

No. I think the D7000 and the D7100 are the only Nikon DX cameras that have that mode...kinda why I'm leaning towards the 7100.

I think you're right. It's an easy setting on my D600 and I just watched a YouTube setting it up on the D7100. The D3200 is the boss's camera and he really wanted to get his new sb700 off camera. I'll have to convince him to buy an 800 Commander gizmo. There's always room for more photo stuff. :)

The SU-800 is what I use a lot as it only puts out IR light.

You can also use another flash as commander...the SB 700, 800 and the 900 (910) all do it.
You can use the pop-up to
trigger the remote flash, but you can't
control it using ttl. You set the flash power manually. It's actually more consistent that way, once you get the exposure dialed in.
Just dial the pop-up power way down to reduce its influence on exposure or get one of these SG3-IR panels to block the visible light:

I know the 3100 can't so I'm assuming the same is true with the 3200.

So, to get the pop-up to trigger the sb700, I would dial down the power on the pop-up and set the sb700 on Manual? That's all? And then I can set it on a stand or hand-hold away from the camera? What about use of a cable from the hot shoe to the external flash?

Although it does not have command mode you can still trigger the sb700 with the built in flash. It still uses ittl.
You can get a Nikon cover for the camera flash that hides the flash from it but still contrls the SB700. It is $15.
