Those do not appear to be regular whip marks. Those welts are typical of the effect of a particularly cruel form of punishment caused by the use of a multi strapped and knotted flogging device called, "cat-of-nine-tails", which has been used since the Pharaohs ruled Egypt abd continues in use to this day.
