Go to strobist.com This site will take you from the very basic to as far out as you want to go. It not only shows the pictures using different types of strobs but tells you how to create the same effect. I Love this site!

Remember stroes etc in the USA is a totally different meaning than the UK, the proper term strobe is here

http://en.wikipedia.org/wiki/Strobe_light

At some time it came to mean a flash in the USA

If you are talking about the system that uses a rapidly flashing light, such as that used it some forms of stop motion photography, please be aware that strobe lighting can trigger seizures in photosensitive epilepsy. Thank you.

I think you want a basic introduction. Perhaps this may help:

Great photo! As to proper use of strobe, I seem to be in the dark, I am still not sure if it means rapidly flashing light or single flash? And what would be an example of an improper use? Just so I know what not to do.

At one time or another, either definition was correct. Nowadays, a strobe is usually a large flash on a stand. Rapidly flashing a light is, for now, generally called strobing.

There are also synced strobe light units for movie cameras, which flash at the frame rate of the movie camera. The purpose is to expose each movie frame with the unique, particle freezing light of a strobe. It is an effect.
