I don't know but a guess...some kind of visor? The straps are just long enough to go around someone's head and it is the size of a visor. It does not open up on the front or the back, and the front has folds so it flares open a little.
Anyone ever seen anything like this?

I agree it is an old style live fish creel .. I used a wicker one when I used to go trout fishing .. It keeps the fish alive longer while you continue to fish

Hey everyone...remember I said that this item does not open. Completely sealed shut. It was a tubular mesh at some point before it was shaped into what it is now. I do think it is old.
