It wouldn't hurt anything, but not so sure it is needed. You already have motion in the shot...and usually intend for the image to be a bit soft.

You really don't need it for silky waterfall, but it will help keep the scenery around the waterfall sharper. Arnold

Best article I have seen on waterfall photography, especially about bracketing which costs nothing with digital except a little card space.
