I rent the canon 70-200mm 2.8 L USM IS II on my 60D for shooting the bald eagles. I took some great pictures and few not great because the eagles flew over my head, use 200 mm, see last bottom picture ( claws hold the fish ). Which mode 1 or 2 should I use? Thanks for your feedback.
2 is for panning which is what you were doing in the third pic. Use 1 for the tree and beach shots.

Isn't mode 2 for panning when you are on a tripod? I would think that, hand held and panning, there is no way you are going to prevent vertical movement of the camera, so that mode 1 would be the appropriate mode.

No... The intent of mode 2 is for handheld panning. Basically, it is supposed to determine which way you are panning and not 'fight' that motion with IS. If you use mode 1 while waving the camera about the IS introduces a 'jumpiness' which can actually make blur worse.
Mode 2 is ok for reasonably smooth and consistent panning although one must wonder why a person would thing they need IS for a shot that depends on either shutter speed being high or deliberate motion blur.
For BIF it really is better to just turn it off as it really does nothing useful and can cause problems
