This doesn't fit BIF/BOW, but this crew can surely answer this question. Apologies up front.

Is this an immature blue goose or an adult? What is the determining factor in this case?

Juvenile appearance. In its blue phase, an immature Blue Goose will look drabber and grayer than its adult counterpart and has very little white on its face and neck.
So this is an adult

That is an adult dark morph goose as JRB has stated. An immature white morph is much grayer with a white breast. An immature dark has a grayer appearance overall and has a dark head, neck and breast.

Thanks, Ed, for responding. I noticed the grayer look of the immature whites. Have not paid attention to the characteristics of the immature morphs in the past. Taking a new step everyday.
