The small bird attacking the Osprey is an Eastern Kingbird. While some smaller birds, like crows, jays and Red-winged Blackbirds will mob a raptor, Kingbirds are willing to take on a much larger bird single handedly. I have seen and photographed this phenomenon although the pictures were too distant to be worth anything. I have seen other pictures like this one of a Western Kingbird:
http://www.denverpost.com/ci_13452818As shown, they have a technique where they grab on to the shoulders of the hawk and peck the back of its head! Kingbirds are memebers of the Flycatcher family and why they are so over agressive, no one really knows.
