My thinking is that the wheels are two separate pieces, and the right was re-mounted the wrong way. Why? ??

Use to call them "Japanese beer cans" and they rusted terribly. People stopped buying for a while, then Japan got smart, realized they had to improve quality control, did, and look where they are now.
